On 25 August 2026,the UN Institute for Disarmament Research (UNIDIR) hosted a press conference at the UN headquarters in Geneva, Switzerland to launch the 2026 Arms Trade Treaty Monitor Annual Report.

The press conference was chaired by Dr. Paul Holtom, Head of UNIDIR’s Conventional Weapons Programme, who situated the report in the evermore contentious geopolitical landscape.

Dr. Andrea Edoardo Varisco, Project Lead of the ATT Monitor, gave a brief introduction to the ATT and provided an overview of the 2026 ATT Monitor Annual Report.

The subsequent part of the event focused on the report’s thematic chapter, entitled “The Arms Trade Treaty and Explosive Weapons in Populated Areas (EWIPA): Considerations for Risk Assessment”.

Ms. Liubov Hutsol, Advocacy and Communications Senior Officer at Humanity & Inclusion in Ukraine, discussed the impact of the use of explosive weapons in populated areas in Ukraine, followed by Ms. Laura Boillot, Director of Article 36 and one of the authors of the thematic chapter, who outlined the complementarities between the ATT and the political EWIPA Declaration.

Ms. Alexandra Marksteiner, Research Associate at the ATT Monitor, then presented the main findings from the Monitor’s analysis of the 2024 annual reports submitted by States Parties and provided an update on the status of initial and 2025 annual reports.

The press event concluded with questions from journalists both in the room and joining online.

The launch of the report was covered by media outlets across the globe, including the Middle East Eye, TASS, and Independent Australia.
