Presentation of the ATT Monitor Arms Transfers Dashboard

The event was presided over by Abel Hartman, representing the Kingdom of the Netherlands. In his opening remarks, Mr. Hartman emphasized the vital role civil society plays in driving progress. He highlighted the ATT Monitor’s development of a user-friendly tool that tracks how States Parties have reported over the past 10 years. This tool comes at a critical moment for the Arms Trade Treaty (ATT), as it marks a decade of implementation and compliance. The Kingdom of the Netherlands fully supports initiatives like this, which promote transparency in the arms trade.

Following Mr. Hartman, Ms. Sol Zoe Nottage, ATT Monitor Research Associate, introduced the dashboard. She explained that over 25,000 rows of data on arms imports and exports reported by ATT States Parties were systematized and visualized using Power BI. This user-friendly tool allows for easy filtering and automatic data analysis. The primary goal of the dashboard is to present the most relevant information clearly and accessibly.
Ms. Nottage also demonstrated the different sections of the dashboard. The first section provides an overview of its functions, including a map that visualizes transfers by States Parties. This is followed by country profiles and data categorized by weapon types. The final section focuses on specific reporting practices.

Finally, Ms. Carina Solmirano discussed the uses and limitations of the dashboard. As a transparency database, the tool displays information exactly as reported in the annual reports, without making any judgments. The ATT Monitor Dashboard will continuously expand based on the findings from the annual reports submitted by States Parties. It visually represents the distribution, dimensions, and dynamics of the arms trade reported under the ATT, aiming to provide independent analysis and insights that build upon and expand previous baseline assessments.
The dashboard is scheduled to launch during the UNGA First Committee meetings in October
