The ATT Monitor project is recruting for:



The ATT Monitor, an independent project of Control Arms, was established in 2015 and it is the de facto international monitoring mechanism for the Arms Trade Treaty (ATT). It serves as a source of information on the implementation of, and compliance with, the ATT. Its authoritative research and analysis helps to strengthen Treaty implementation efforts and improve the transparency of the conventional arms trade. ATT Monitor Annual Reports, the flagship publications of the project, take stock of existing practice, create greater transparency in how the Treaty is implemented, inform the work of the CSPs and intersessional meetings, and ensure accountability for Treaty commitments. In addition to the Annual Report, the ATT Monitor produces country Profiles that provide analysis of reporting and transfer practices of each reporting State Party, case studies, briefing papers and factsheets.


The successful candidate for the ATT Monitor Researcher position within the ATT Monitor, a project of Control Arms, has a proven background in research, data collection and analysis on issues related to disarmament and arms control, international relations and/or international security. They bring strong analytical and methodological skills to conduct independent research, policy relevant analysis, and possess superb organizational and management experience to work under tight deadlines and budgets, in a multicultural environment. Experience with editing large pieces of research is a big plus.


The ATT Monitor, a project of Control Arms, is recruiting for the ATT Monitor Researcher position. This full-time role is responsible for providing and supporting the production of top quality research for the ATT Monitor project focused on the project’s flagship publication – the ATT Monitor Annual Report, working closely with the ATT Monitor Coordinator and Editorial Team. In addition, the Researcher will support the ATT Monitor Coordinator in strategic development of the project, as well as developing and completing work plans.

REPORTS TO: ATT Monitor Coordinator



  • Authoring ATT Monitor Annual Report content
  • Conducting arms transfer data collection and analysis, including compiling, updating and analysing ATT-relevant data for all UN member states, tracking data on reporting, and developing ATT Monitor analysis on trends and indicators to ensure high standards and timely delivery of work
  • Editing and proof-reading content
  • Developing and modifying key methodology points in ATT Monitor Annual Reports
  • Conducting research and analysis to support and complement other ATT Monitor outputs, such as ATT Monitor case studies
  • Communicating the ATT Monitor’s findings at international and regional fora and on social media.


  • Supporting production of ATT Monitor Annual Reports, including developing production timelines, managing peer review, fact-checking, copy-edit and translation
  • Liaising with ATT Monitor consultants, peer reviewers and contributors
  • Coordinating final edit of ATT Monitor Annual Report content
  • Coordinating design of the ATT Monitor Annual Report along with external consultants
  • Managing fact-checking of ATT Monitor arms transfer data


  • Supporting policy recommendations based on data analysis and research
  • Liaising with policy experts and partners of the ATT Monitor and Control Arms  
  • Drafting policy briefs, advocacy briefs and interventions as part of Control Arms’ participation in the ATT CSP process
  • Drafting and editing press releases, blog posts, opinion pieces and other policy outputs
  • Representing the ATT Monitor at international and regional fora in a technical/expert capacity and providing technical assistance to government officials, civil society colleagues and other stakeholders as needed


  • Supporting the ATT Monitor Coordinator in developing annual work plans
  • Contributing to the strategic development of the ATT Monitor
  • Contributing to fundraising efforts and reporting as needed
  • Helping to maintain and develop the ATT Monitor website




  • Graduate degree in international affairs or similar field
  • Three to five years of experience in research and policy analysis, with particular emphasis on arms control, disarmament, and/or multilateral processes relating to international security
  • Working and coordinating closely with partners and consultants 
  • Coordinating and producing mid to large scale publications, including editing and design oversight, from beginning to end


  • Experience working with civil society coalitions or international organizations
  • Engagement with government officials and/or diplomats
  • Working with or helping to develop global or regional research networks




  • Keen eye for detail
  • Rigorous analytical skills and the ability to manage and analyze data trends
  • Writing and editing technical and policy briefs for a range of audiences, including experts and the general public
  • Excellent communication skills  
  • Proven ability to work remotely
  • Excellent time management skills, ability to manage multiple and competing deadlines


  • Working knowledge of French and/or Spanish
  • Competent in website management



  • Staying abreast of professional trends and issues affecting international arms control and disarmament and demonstrate continuous learning
  • Working effectively and collaboratively in support of building a team-based culture of work

A comprehensive salary and benefits package will be provided commensurate with experience


The Researcher can be based in a location of their choosing, however Control Arms will not be providing office facilities other than in the existing Geneva and New York offices and is not in a position to cover relocation costs.
